Job Role: Procurement & Contracting Specialist

Reports to: Senior Finance Manager

Contract Duration: Two (2) Years (Extendable)

Project Brief:

Participation, Accountability and Integrity for a resilient Democracy (PAIRED) -The PAIRED programme supports key state and civil society actors in building up capacities to implement a citizen-oriented, integer and accountable governance on local and national level.

A special focus is placed on improving tax policy and tax management for a fairer and more sustainable mobilization of revenue and strengthening the regulatory capacities of the public administration for a more accountable and transparent expenditure planning.

Furthermore, the capacities of state institutions for uncovering and prosecuting cases of corruption and money laundering are strengthened and competencies of civil society and media for their participation in accountability processes are being improved.

Scope of Role:

In your role, you work on all job orders within your remit and is the main contact for advising managers and the technical advisors of the Governance & Peace Cluster on all items related to procurement of services and goods well as related to requirements of entering finance agreements.

Tasks:

Ensuring all relevant information is cascaded among all staff, partners, and other institutions.

Organizing administrative and logistical aspects of events such as meetings and workshops according to GIZ’s rules and regulations.

Enforcing the mode of service delivery according to GIZ. requirements.

Procuring items in accordance with GIZ requirements.

Procuring services (event and consultancies) in accordance with GIZ requirements.

Ensuring that contract documentation for service is in line with GIZ, standards.

Preparing service contracts according to the programine’s thresholds.

Filing documents in reference files or in DMS in line with GIZ’s filing rules.

Updating the filing system daily with incoming and outgoing correspondence.

Profile:

Bsc./BA in business administration, procurement, economics or other relevant arca.

5 years professional experience in a comparable position.

Good working knowledge of ICT technologies (relatus software, email, internet) and computer applications (eg. MS Office).

In-depth experience in contracting of service providers as well as procurement of goods and with regard to the difference tender procedures and regulations.

High degree of self-organization and being able to coordinate different workstreams simultaneously, taking up tasks proactively.

Excellent knowledge of the English language, knowledge of German language would be an asset.

Very good communication skills with internal and extemal partners.

Willingness to upskill as required by the tasks to be performed corresponding measures are agreed with management.
